Master Drainage Plan & Flood Hazard Area Delineation
The Master Drainage Plan (MDP) consists of three phases: Baseline Hydrology Report, Alternatives Analysis Report, and Conceptual Design Report. A draft report is submitted to the project sponsors for each phase, the project sponsors review the report, any necessary changes are made to the report, and then a final report is submitted. Each phase within the MDP builds upon the previous with the final phase being the Conceptual Design Report. The Flood Hazard Area Delineation (FHAD) is a separate report that builds upon the hydrology calculations presented in the Baseline Hydrology Report of the MDP. Similar to the MDP, a draft FHAD report is provided to the project sponsors for review and comment prior to finalizing the product.
Phase 1 - baseline hydrology
The baseline hydrology consists of evaluating existing and future peak flows within the First Creek watershed. The 1-, 2-, 5-, 10-, 25-, 50-, 100-, and 500-year return period storm events will be determined. The baseline hydrology will form the basis for identifying flooding and capacity issues within the watershed. It will be used to develop the alternatives presented in Phase 2 of the MDP and the hydraulic modeling associated with the FHAD.
Phase 2 - Alternative Analysis
The alternative analysis will present different solutions to address the flooding and capacity issues identified within the watershed. The alternatives will include proposed solutions including detention, improvement of infrastructure, channel stability options, and other drainage solutions.
Phase 3 - Conceptual Design
A conceptual design will be completed for the recommended plan from the alternatives evaluation. The recommended plan will be selected based on a number of factors including cost, benefit, risk, constructability and feasibility.
